The National Household Education Survey, 2005 Early Childhood Program Participation (ECPP-NHES:2005) is a study that is part of the National Household Education Survey (NHES) program; program data are available since 1991 at <https://nces.ed.gov/nhes/dataproducts.asp>. ECPP-NHES:2005 (https://nces.ed.gov/nhes/) is a cross-sectional survey that collects data directly from households on educational issues. This study was conducted using address based sample, self-administered questionnaires of households. Households in 2005 were sampled. The study’s response rate was 67.5 percent. Key statistics produced from ECPP-NHES:2005 are participation in early childhood education and care programs.

The public-use file contains all the variables detailed in the user's manual but does not contain certain variables excluded from the file for confidentiality reasons. These include the names of household members, verbatim string responses, which might identify persons, and respondents’ individual ZIP Codes (STFZIP). All data contained on the public-use data file, and some of these variables (e.g., verbatim strings of other-specify categories, STFZIP) that are excluded from the public-use data file, are included on a separate restricted-use data file. The restricted-use data file also contains additional ZIP Code variables from the 2000 Census of Population Summary File 3 (SF3) that were used in the creation of the ZIP Code variables that appear on the public-use data file.

The NCHS RDCs are open by appointment only during regular business hours. The NCHS RDC computers are not connected to the Internet, and they have standard statistical software. An RDC Analyst will review all materials brought into the RDC and will review any notes, code, or output the researcher may want to take out of the RDC. Electronic devices (e.g., cell phones and laptops) are not permitted in the RDC. Some NCHS projects are authorized to access NCHS data at Federal Statistical RDCs (FSRDC). Non-US Citizens: In general, non-US citizens are not granted access to NCHS RDCs and are encouraged to use Federal Statistical RDCs to access restricted-use NCHS data.

NCSES Secure Data Access Facility (SDAF) houses NCSES restricted-use data and provides secure remote access to researchers. After researchers have submitted a restricted-use data application, received approval from NCSES, and have been trained on how to use the SDAF, they can login using an approved computer and a private internet connection. Each researcher has access to their own, personal file space and to a suite of software that can be used to store, access, and analyze data. The NCSES Secure Data Access Facility is a virtual data enclave where approved researchers access NCSES restricted-use data.

USDA offers offsite remote access via a secure internet connection using the researcher’s own computer and web browser to approved datasets for data analysis within the Data Enclave. Each researcher has access to their own personal file space and to a suite of software that can be used to store, access, and analyze data.

Researchers share four secure workstations at BEA’s headquarters at the Suitland Federal Center in Suitland, MD. Workstation use is by appointment only. Due to pandemic-related restrictions that currently prevent access at the physical data enclave, BEA is temporarily providing access at the user`s domicile. A security clearance is required to access the BEA network.
