The DER is a person-year-EIN file where the EIN is the employer's tax identifier. DER earnings are uncapped but are missing some amounts such as earnings deducted to pay health insurance premiums.

SSA Payment History Update System (PHUS) CPS Extract

The U.S. Census Bureau conducted the Social Security Administration Supplement on Retirement, Pensions, and Related Content (SSA Supplement) on behalf of the SSA. The SSA Supplement is a separate survey from the Survey of Income and Program Participation (SIPP), even though the sample consists of households that completed 2014 Wave 1 SIPP interviews. The SSA Supplement is a one-time survey conducted after Wave 1 of the 2014 SIPP panel, and the topics were selected by the SSA from previous SIPP panel topical modules.

Topics included in the SSA Supplement:
 - Personal retirement account contributions and withdrawals
 - Participation in pension and retirement plans provided by an employer or business
 - Marital history
 - Health status
 - Work, adult, and child disabilities

The 2014 SIPP removed these topics in order to reduce overall respondent burden since it is not necessary to ask them each wave. However, the SSA still needs the data from these topics to analyze the economic and social situation of people with disabilities and people in or approaching retirement. The SSA Supplement data can be used independently or merged with the 2014 Wave 1 SIPP data. 

The Social Security Administration (SSA) uses the information collected through this survey to make decisions about Social Security programs that affect millions of Americans. The SSA will use the data from the SIPP and SSA Supplement surveys to create a picture of the economic and social situation of people with disabilities, and people in or approaching retirement. The SSA needs this information to make informed decisions about policies and programs that will affect older or disabled Americans. This information will also be used to aid officials in making decisions on legislation.

Survey of Income and Program Participation (SIPP) Supplements

Top-coding, bottom-coding, and/or rounding of selected variables, collapsing of categorical answers, and suppression of geographic information.

Information needed to administer the federal SSI program resides on the Supplemental Security Record (SSR) file, which in December 2001 contained records for approximately 6.4 million individuals who received a federal SSI benefit for that month. This record provides the information that is needed to calculate and distribute SSI payments. SSA typically creates an SSR record when an individual files an SSI application. Each person's record includes eligibility and payment information, as well as income information about ineligible spouses and parents that is pertinent to establishing and maintaining the individual's eligibility. SSR payments are recorded as disbursed. The SSR includes state SSI supplements if SSA makes the payment on the state's behalf. Thirty-four states, by 2002, had chosen to administer some or all of the supplementation themselves (SSA 2004, 7). Payments made in state-administered SSI supplement programs are not included in the SSR. For the most part, state supplements are small, and some of the largest (California, Massachusetts, and New York, for example) are federally administered (SSA 2004, 7). However, benefits in Alaska, Connecticut, Wisconsin, Minnesota, and a few other states are substantial and state administered. By far the largest state-administered state supplement is Alaska's. In 2002, that state added $362 to the FBR for singles and $528 to the FBR for couples living independently (SSA 2004, 13).  SSA approval is required to use this dataset.

The Summary Earnings Record (SER) summarizes all earnings information found in the SSA Master Earnings File (MEF) for each year from 1951 to the present. The extracts contain Protected Identification Keys (PIK) that link these records to the respondents in the internal Current Population Survey (CPS) microdata files.

A SER record summarizes all earnings information found in the MEF for each year from 1951 to the present. All amounts reported on W-2s for jobs subject to FICA tax are added together, by year, and then capped at the FICA taxable maximum. Thus, the SER would contain the same value for total FICA earnings if a worker earned $30,000 from a single job in one year, or $30,000 from three separate $10,000 jobs in one year. Any amount earned beyond the FICA taxable maximum is not recorded.

SSA Summary Earnings Record (SER) SIPP Extract

The Administrative Data Research Facility (ADRF) is a secure cloud-based computing platform designed to promote collaboration, facilitate documentation, and provide information about data use to the agencies that own the data. The ADRF has provided secure access to over 100 confidential government datasets from 50 different agencies at all levels of government. Remote access to restricted-use data at the authorized licensed location via the the Administrative Data Research Facility (ADRF) by a connected, networked computer.  

Researchers may access restricted-use National Center for Health Statistics (NCHS) data at Research Data Centers (RDCs) located in Hyattsville, MD, Atlanta, GA, Rockville, MD, and Washington DC (government employees only). The NCHS RDCs are open by appointment only during regular business hours. The NCHS RDC computers are not connected to the Internet, and they have standard statistical software. An RDC Analyst will review all materials brought into the RDC and will review any notes, code, or output the researcher may want to take out of the RDC. Electronic devices (e.g., cell phones and laptops) are not permitted in the RDC. Some NCHS projects are authorized to access NCHS data at Federal Statistical RDCs (FSRDC). Non-US Citizens: In general, non-US citizens are not granted access to NCHS RDCs and are encouraged to use Federal Statistical RDCs to access restricted-use NCHS data.

NCSES Secure Data Access Facility (SDAF) houses NCSES restricted-use data and provides secure remote access to researchers. After researchers have submitted a restricted-use data application, received approval from NCSES, and have been trained on how to use the SDAF, they can login using an approved computer and a private internet connection. Each researcher has access to their own, personal file space and to a suite of software that can be used to store, access, and analyze data. The NCSES Secure Data Access Facility is a virtual data enclave where approved researchers access NCSES restricted-use data.

USDA offers offsite remote access via a secure internet connection using the researcher’s own computer and web browser to approved datasets for data analysis within the Data Enclave. Each researcher has access to their own personal file space and to a suite of software that can be used to store, access, and analyze data.

Data can be used by the researcher(s) at their institutions via a method and following requirements set by the agency owning the data. These might include a non-networked computer, a secure office, or other provisions deemed necessary to ensure security.

Researchers share four secure workstations at BEA’s headquarters at the Suitland Federal Center in Suitland, MD. Workstation use is by appointment only. Due to pandemic-related restrictions that currently prevent access at the physical data enclave, BEA is temporarily providing access at the user`s domicile. A security clearance is required to access the BEA network.

Federal Statistical Research Data Centers (FSRDCs) are Census Bureau facilities, housed in partner institutions, that meet all physical and information security requirements for access to restricted–use micro data of the agencies whose data are accessed there. Remote access via secure Virtual Desktop Interface (VDI) is permitted for researchers working with selected data, at the discretion of the data-owning agency. All FSRDC researchers must obtain the Census Bureau`s Special Sworn Status and successfully complete a thorough background investigation prior to accessing an RDC.
