The CFS captures data on shipments originating from selected types of business establishments located in the 50 states and the District of Columbia.The establishments are asked to provide shipment information about a sample of their individual outbound shipments during a pre-specified one-week period, four times per year, once in each quarter of the calendar year. For shipments that include more than one commodity, respondents are instructed to report the commodity that makes up the greatest percentage of the shipment's weight. The industries covered by the CFS has expanded over time.  The 1977 CFS covered only the manufacturing sector.  The 1997 CFS covers business establishments in mining, manufacturing, wholesale trade, and selected retail industries. The survey also covers selected auxiliary establishments (e.g., warehouses) of in-scope multiunit and retail companies.  The survey coverage excludes establishments classified as farms, forestry, fisheries, governments, construction, transportation, foreign establishments, services, and most establishments in retail. Use of this data requires Internal Revenue Service (IRS) approval.  The Census Bureau will coordinate all additional necessary reviews.

Commodity Flow Survey

The Vehicle Inventory and Use Survey (VIUS) is sponsored by the Bureau of Transportation Statistics, the Federal Highway Administration, and the U.S. Department of Energy, and is conducted by the U.S. Census Bureau.

VIUS provides data on the physical and operational characteristics of the nation’s truck population. Its primary goal is to produce national and state-level estimates of the total number of trucks and truck miles.

Prior to 1997, VIUS was known as the Truck Inventory and Use Survey (TIUS). It was renamed to account for areas of future expansion, including the addition of automobiles and buses.

The Public Use File is a microdata file of each record, and the data has both quality and disclosure suppressions applied. The restricted use data contains raw, unedited data that has not gone through disclosure.

These CFS datasets have Title 26 data removed, leaving Title 13 data available for researchers.

Section 7308 of the Fixing America’s Surface Transportation Act (FAST Act; P. L. 114-94; December 4, 2015) requires the U.S. Department of Transportation (DOT) to assemble and collect data on rail tank cars transporting Class 3 flammable liquids. The objective of this legislation is to track the progress in upgrading the rail tank car fleet to new safety requirements and to provide an annual status report to Congress. 
The first requirement, as described in Section 7308(b), requires the Department to collect data on the following:
1. The total number of rail tank cars modified, or retrofitted, to meet the DOT-117R specification or equivalent;
2. The total number of tank cars built to meet the DOT-117 specification or equivalent; and
3. The total number of tank cars used or likely to be used to transport Class 3 flammable liquids that have not been modified.
The second requirement, as described in Section 7308(c), requires DOT to collect data from tank car shops that build and/or retrofit tank cars to further ensure the upgrading of the Nation’s fleet of rail tank cars that carry flammable liquids. Beginning in 2018, BTS will collect information from tank car retrofitting and manufacturing facilities on the planned and projected number of tank cars to be retrofitted or manufactured in 2018. This data collection will be conducted on an annual basis until 2029.

The SafeOCS confidential reporting system collects and analyzes data to advance safety in oil and gas operations on the Outer Continental Shelf (OCS). It was developed jointly with the Department of Interior's Bureau of Safety and Environmental Enforcement (BSEE) and the Department of Transportation's Bureau of Transportation Statistics (BTS). SafeOCS facilitates the capture of essential information about accident precursors and potential hazards associated with offshore operations, including risks related to pipeline safety and offshore transport. SafeOCS Program

The Bureau of Transportation Statistics (BTS) conducts a biennial census of all ferry operators operating within the United States and its territories.  The information collected from the census is maintained in a national ferry database containing information regarding ferry routes, terminals, vessels, operator funding sources, as well as the number of passengers and vehicles carried and more.

Boarding counts for some ferry operators are suppressed at the request of the operator due to the business sensitivity of the data.

Close Call Data Program (CCDP), developed by BTS, works to improve transit safety by collecting reports, determinig root causes, and developing appropriate preventive safety actions. Close call events and unsafe conditions pose a safety risk of more serious consequences. The Close Call data program with transit agency has been designed to help adapt a confidential reporting system to the needs of the U.S. transportation industry. A close call is an accident or other safety incident that could have happened but did not. If ignored, close calls can lead to serious consequences. They are an opportunity to improve safety practices. Minor incidents are included in this definition. By studying these close call events and unsafe conditions, preventive safety actions can be developed that can potential prevent a more serious incident in the future.

Close Call Data Program (CCDP)

The SafeOCS Industry Safety Data (ISD) program is a voluntary, confidential reporting program for the collection and analysis of offshore energy safety data. The scope includes near miss events, events with consequences, and other event information pertinent to potential hazards involving process safety, personal safety, environmental stewardship, and transportation.

The Administrative Data Research Facility (ADRF) is a secure cloud-based computing platform designed to promote collaboration, facilitate documentation, and provide information about data use to the agencies that own the data. The ADRF has provided secure access to over 100 confidential government datasets from 50 different agencies at all levels of government. Researchers may access restricted-use National Center for Health Statistics (NCHS) data at Research Data Centers (RDCs) located in Hyattsville, MD, Atlanta, GA, Rockville, MD, and Washington DC (government employees only). The NCHS RDCs are open by appointment only during regular business hours. The NCHS RDC computers are not connected to the Internet, and they have standard statistical software. An RDC Analyst will review all materials brought into the RDC and will review any notes, code, or output the researcher may want to take out of the RDC. Electronic devices (e.g., cell phones and laptops) are not permitted in the RDC. Some NCHS projects are authorized to access NCHS data at Federal Statistical RDCs (FSRDC). Non-US Citizens: In general, non-US citizens are not granted access to NCHS RDCs and are encouraged to use Federal Statistical RDCs to access restricted-use NCHS data.

NCSES Secure Data Access Facility (SDAF) houses NCSES restricted-use data and provides secure remote access to researchers. After researchers have submitted a restricted-use data application, received approval from NCSES, and have been trained on how to use the SDAF, they can login using an approved computer and a private internet connection. Each researcher has access to their own, personal file space and to a suite of software that can be used to store, access, and analyze data. The NCSES Secure Data Access Facility is a virtual data enclave where approved researchers access NCSES restricted-use data.

USDA offers offsite remote access via a secure internet connection using the researcher’s own computer and web browser to approved datasets for data analysis within the Data Enclave. Each researcher has access to their own personal file space and to a suite of software that can be used to store, access, and analyze data.

Data can be used by the researcher(s) at their institutions via a method and following requirements set by the agency owning the data. These might include a non-networked computer, a secure office, or other provisions deemed necessary to ensure security.

Researchers share four secure workstations at BEA’s headquarters at the Suitland Federal Center in Suitland, MD. Workstation use is by appointment only. Due to pandemic-related restrictions that currently prevent access at the physical data enclave, BEA is temporarily providing access at the user`s domicile. BLS Onsite access is available in a researcher room at the BLS national office in Washington, DC. Federal Statistical Research Data Centers (FSRDCs) are Census Bureau facilities, housed in partner institutions, that meet all physical and information security requirements for access to restricted–use micro data of the agencies whose data are accessed there. Remote access via secure Virtual Desktop Interface (VDI) is permitted for researchers working with selected data, at the discretion of the data-owning agency. All FSRDC researchers must obtain the Census Bureau`s Special Sworn Status and successfully complete a thorough background investigation prior to accessing an RDC.
