The National Assessment of Educational Progress (NAEP) HSTS is a periodic survey that provides educational professionals, such as administrators, policymakers, and researchers, with information regarding high school graduates’ coursetaking patterns and grade point averages (GPAs). It can also be used to provide information on the relationship of graduate coursetaking patterns to achievement as measured by NAEP, which is an ongoing, periodic assessment of educational achievement in U.S. schools. The transcript studies serve as a barometer for changes in high school graduates’ coursetaking patterns. For HSTS 2009, complete transcripts were collected from May 2009 through October 2009 for 37,600 students who graduated in 2009 from a nationally representative sample of U.S. public and private high schools. HSTS 2009 was conducted in conjunction with NAEP 2009 twelfth-grade mathematics and science assessments. HSTS 2009 is conducted in conjunction with NAEP 2009. HSTS 2009 was designed to allow an analysis of the coursetaking patterns of graduates who graduated from U.S. public and private high schools in 2009. It was further designed so that data on graduates’ coursetaking patterns can be linked to the NAEP 2009 assessment results. NAEP provides results about subject-matter achievement, instructional experiences, and school environment, and reports these results for populations of students (e.g., 12th-graders) and selected subgroups of those populations (e.g., male students). Changes in the relationship of HSTS coursetaking to NAEP performance can also be examined by looking at similar studies in 1994, 1998, 2000, and 2005.

1998 NAEP High School Transcript Study

The National Assessment of Educational Progress (NAEP) is a federally-funded, ongoing, periodic assessment of educational achievement in the various subject areas and disciplines taught in the nation's schools. Since 1969, NAEP has gathered information about levels of educational achievement of 9-, 13-, and 17-year-olds across the country. In the fall of 1987, high school transcripts were collected from 34,140 students attending 433 schools that had previously been sampled for the National Assessment of Educational Progress (NAEP) in 1986. The sample of students for the transcript study included both handicapped and nonhandicapped students who in 1985-1986 were enrolled in the 11th grade and/or were 17 years old. Approximately half of the sampled students had participated in NAEP assessments in 1986. The 1987 High School Transcript Study also collected school-level information such as course lists, graduation requirements, and the definition of units of credit and grades. Student information included sex, grade level, age, graduation status, and race/ethnicity.

The 1994 High School Transcript Study (HSTS) was conducted by Westat, Inc. for the U.S. Department of Education's . This study provides the Department of Education and other educational policymakers with information regarding current course offerings and students' course-taking patterns in the nation's secondary schools. Since similar studies were conducted of course-taking patterns of 1982, 1987, and 1990 graduates, one research objective was to study changes in these patterns. In particular, the data from the 1994 study permit analysts to investigate the impact of the Core Curriculum recommended by the National Commission on Excellence in Education in 1983./1 Another research objective was to compare course-taking patterns to study results on the 1994 National Assessment of Educational Progress (NAEP). NAEP is a Federally-funded, ongoing, periodic assessment of educational achievement in the various subject areas and disciplines taught in the nation's schools. Since 1969, NAEP has gathered information about the levels of educational achievement of 9-, 13-, and 17-year-old students across the country.

1994 NAEP High School Transcript Study

Coursetaking patterns provide valuable information about the rigor of high school curricula followed across the nation. The first national transcript study was conducted by the National Center for Education Statistics (NCES) in 1982 and captured baseline information on high school students’ patterns prior to the publication of A Nation at Risk and the resulting changes in curricula and educational reform. 

For HSTS 2005, complete transcripts for 26,200 graduates from public and private high schools in 2005 were collected from a nationally representative sample of schools from May through October 2005. The survey was conducted in conjunction with NAEP 2005 mathematics and science assessments in the 12th grade. The Administrative Data Research Facility (ADRF) is a secure cloud-based computing platform designed to promote collaboration, facilitate documentation, and provide information about data use to the agencies that own the data. The ADRF has provided secure access to over 100 confidential government datasets from 50 different agencies at all levels of government. Researchers may access restricted-use National Center for Health Statistics (NCHS) data at Research Data Centers (RDCs) located in Hyattsville, MD, Atlanta, GA, Rockville, MD, and Washington DC (government employees only). The NCHS RDCs are open by appointment only during regular business hours. The NCHS RDC computers are not connected to the Internet, and they have standard statistical software. An RDC Analyst will review all materials brought into the RDC and will review any notes, code, or output the researcher may want to take out of the RDC. Electronic devices (e.g., cell phones and laptops) are not permitted in the RDC. Some NCHS projects are authorized to access NCHS data at Federal Statistical RDCs (FSRDC). Non-US Citizens: In general, non-US citizens are not granted access to NCHS RDCs and are encouraged to use Federal Statistical RDCs to access restricted-use NCHS data.

NCSES Secure Data Access Facility (SDAF) houses NCSES restricted-use data and provides secure remote access to researchers. After researchers have submitted a restricted-use data application, received approval from NCSES, and have been trained on how to use the SDAF, they can login using an approved computer and a private internet connection. Each researcher has access to their own, personal file space and to a suite of software that can be used to store, access, and analyze data. The NCSES Secure Data Access Facility is a virtual data enclave where approved researchers access NCSES restricted-use data.

USDA offers offsite remote access via a secure internet connection using the researcher’s own computer and web browser to approved datasets for data analysis within the Data Enclave. Each researcher has access to their own personal file space and to a suite of software that can be used to store, access, and analyze data.

Data can be used by the researcher(s) at their institutions via a method and following requirements set by the agency owning the data. These might include a non-networked computer, a secure office, or other provisions deemed necessary to ensure security.

Researchers share four secure workstations at BEA’s headquarters at the Suitland Federal Center in Suitland, MD. Workstation use is by appointment only. Due to pandemic-related restrictions that currently prevent access at the physical data enclave, BEA is temporarily providing access at the user`s domicile. A security clearance is required to access the BEA network.

BLS Onsite access is available in a researcher room at the BLS national office in Washington, DC.  Researchers with approved projects can reserve time during normal business hours to use BLS workstations connected to an internal server where all data and project files are stored. Federal Statistical Research Data Centers (FSRDCs) are Census Bureau facilities, housed in partner institutions, that meet all physical and information security requirements for access to restricted–use micro data of the agencies whose data are accessed there. Remote access via secure Virtual Desktop Interface (VDI) is permitted for researchers working with selected data, at the discretion of the data-owning agency. All FSRDC researchers must obtain the Census Bureau`s Special Sworn Status and successfully complete a thorough background investigation prior to accessing an RDC.
